General Life

General Life
Skolexari live either on their homeworld or on one of many colonies.
Life experience varies between colonies, some are nicer than others.
-
Standard of Life
The government provides each citizen with a small apartment, retirement benefits, healthcare, and a guaranteed Standard of Life (called SOL), which is a minimum income granted regardless of employment status, ability, or age.
SOL is given from birth onward. For children, it goes to parents to help care for them.
SOL is given regardless if the Skolexari is employed or not. SOL is considered a “gift of the Empire” to each citizen. A citizen can willingly choose to forego their SOL collection if they don’t need it, this is seen as noble.
The government-provided apartment is ready for each citizen when they become a legal adult; until then, they must reside with their legal guardian. The apartment is a one-time allotment, once collected it is never given again.
The SOL is sufficient to cover essentials and basic needs (food, shelter, clothing, medical).
SOL does not cover hobbies, vacations, or off-world travel (off-world meaning off whatever box you were born into). It doesn’t pay for things like makeup, cosmetic procedures, candy, art supplies, or hunting guns. Everything it pays for is regulated.
The SOL exists to ensure safety and stability, not to encourage idleness.
The Skolexari mindset is that the best will contribute and the lazy will not, who would want their contribution anyway? Standards are high among Skolexari; most want to contribute, as those who don’t are often looked down upon (as being stupid, lazy, dysfunctional).
Empire also provides: education, transportation.
-
Exceptions to SOL and rights
Criminals, punishments. SOL is not guaranteed in regards to those who commit crimes. Removal of SOL and the stripping of other rights may be used by clan and Empire to punish citizens.
-
Education
Knowledge is not commodified. Education is free.
All children must attend school.
Specialized schools, for adults, (equivalent to university or college) are free but have intense and lengthy applications; they take only the best.
-
Private Ownership & Wealth
Many citizens still choose to own personal vehicles if they can afford them.
Many citizens sell their Empire provided apartment and use the money for something else, especially if they don’t need the apartment.
Having a career or independent source of income is also an assurance of greater luxuries.

Slaves: Bokosh and Glarbash

Slaves General Skolexari have a lot of different slave species but I invent them as I need them, and so I won’t create aliens just to fill the space. Slavery involves a small percentage of the Empire’s total population, but it is an established and highly visible industry.  Skolexari don't like aliens, many of them find owning a slave weird, distasteful. They have 2 distinctions for aliens (slaves). Aliens (glarbash or bokosh) live in constant danger if unregistered (without Master). No recognition of personhood. Registered slave becomes property, protected by Skolexari property laws. Skolexari primarily use aliens as a food source, which they call exotic meat. Unwanted glarbash or bokosh are sold at Skolexari slave markets. A Skolexari may watch the auctions for an alien that looks like they would make a good slave, buy them, and hope for the best. If something doesn't work out, the slave can easily be re-sold at the market to someone else. Most Bokosh don’t make good pets or ...
